The Labour Party has adopted a position that supports a voluntarily determined donation cap rather than a statutory cap, yet you make little reference to this within the Interim Report. What is your thinking on the proposal for donation caps to be voluntary, though possibly supported through legislation?

This proposal needs very careful thought to assess its practical implications. I need to know more about how precisely it would work. The danger would be that the “voluntary” caps might turn out to be no more than a justification for the status quo. I strongly doubt whether this would then receive widespread public support. I look forward to discussing this further with those concerned.
